Re: Dispute of [fine / violation notice] dated [date] — [your property address] — [notice or account number, if any]
Dear Board of Directors:
I am the owner of [property address]. I am writing to dispute the [fine of $___ / violation notice] dated [date], which states that [briefly describe what the notice says].
I disagree with this [fine / notice] because [state the facts in your own words — for example, the date you fixed the issue, an approval you received, or why the description is inaccurate]. I have enclosed [list copies: photos, approval letters, emails, receipts].
I request that the Association:
1. [Withdraw the fine / withdraw the violation notice];
2. Send me a copy of the specific rule or provision of the governing documents it relies on; and
3. [If your governing documents provide for one:] schedule a hearing before any fine is imposed or collected, and give me written notice of the date.
Please respond in writing by [date — allow at least 14 days]. I would like to resolve this directly and am happy to discuss it.
Sincerely,

Tips for sending it
- Keep a copy of the letter and everything you enclose.
- Send it in a way you can prove, such as certified mail with a return receipt, and by email too if your HOA accepts it.
- Check your CC&Rs, bylaws and rules for any deadline to request a hearing or appeal. Some are short.
- Stick to facts and dates. Leave out accusations and opinions about people.
- If the amount is large, or the dispute involves a lien or foreclosure, talk to a licensed attorney in your state.
